Dr. PK Barua

International Development Specialist

Dr. PK Barua is an international development professional with over 30 years of experience designing, managing, and evaluating donor-funded economic development and community empowerment projects. He is an agriculture and inclusive economic growth specialist with research and programming interests focusing on the intersections between agriculture/food systems, food security/resilient livelihoods, food safety/quality/compliance, climate resilience, and private sector development.

Dr. Barua’s works build on the premise that multidimensional challenges of poverty, food security, nutrition, WASH, gender equality, and social inclusion can be tackled more sustainably through collaborative and mutually reinforcing business and social benefits sharing among the private sector, government, NGOs, and relevant stakeholders.

He brings extensive working experience in the Global South and a solid contextual understanding
of main opportunities and challenges in local economic development and inclusiveness barriers in agriculture, food security, nutrition, and health. During his tenures with the private sector, government, and Winrock International www.winrock.org, a large US not-for-profit organization, Dr. Barua served in various leadership positions. He led the design and implementation of a diverse portfolio of multi-year multi-stakeholder and multi-donor-funded market-driven agriculture, food security, and sustainable livelihood development projects, with emphasis on linking farmers to markets and ensuring food safety, quality, and compliance, gender equality and social inclusion, working closely with the private sector.

Most recently, he worked with Winrock as a business development and research review
consultant and was involved in developing several multi-million-dollar project proposals for the US, European, and other donors, and reviewed and edited research study reports, funded jointly by USAID and John D. Rockefeller (JDR) 3 RD Scholars Program.

He is a performance-driven senior executive with business acumen across diverse cultures and economies. Throughout the career, Dr. Barua’s work has been characterized by a strong commitment to close collaboration with local stakeholders, donor/development partners, and building strong teams at home and field offices, and above all, dedication to ensuring lasting and inclusive economic growth. He has fostered collaborative networks of research and extension agencies, academia, agribusinesses, NGOs, trade and business associations, and professional consultants and trainers globally.

Dr. Barua holds a Ph.D. in technical sciences (natural resource management focus) and a Project Management Professional (PMP®) credential. He has completed numerous independent courses and training in areas covering the UN Sustainable Development Goals (SDGs); trade, growth, poverty; climate change, market systems/value chains development, and theory of change.

Dr. Barua is currently an independent researcher and consultant, providing consulting services in business
development, proposal/grant writing, project design, implementation, and evaluation in agriculture, food
security, nutrition, WASH, and economic opportunities (sustainable livelihoods, gender equality & social inclusion, and value chains/market systems development).
